Ruth's House, Ruth Ellis Center

Ruth Ellis Center Front ElevationRuth's House is the first project of the Ruth Ellis Center, a community non-profit that provides services to gay and lesbian youth.

Juergensen & Associates assisted the organization in gaining control of the property and securing the funds needed to acquire and rehabilitate the building.  The $250,000 project was completed in December of 2003. 

Named for Detroit activist, Ruth Ellis, the newly renovated duplex and its six bedrooms will provide housing to Detroit's homeless gay, lesbian, bi-attractional, transgender and questioning youth between the ages of 18 and 24.  

 

A grant in the amount of $116,000 from Michigan State Housing Development Authority along with an additional $100,000 from the Michigan Housing Trust Fund loans provide the majority of funds.   Construction began in June of 2003.   The Ruth Ellis Center Board has raised the balance through private philanthropy and individual donations and donated materials.

City of Lansing, Michigan

Through a contract with MSHDA, Juergensen & Associates was retained to assist the City of Lansing and its Blue Ribbon Committee for Downtown Revitalization in development of its stratgic plans.

While the effort was considering larger economic development and infrastructure issues faced by its Principal Shopping District (PSD), the primary focus of the engagement was the formulation of strategies for encouraging housing in and around the central business district, especially adjacent to Washington Square.

Services included conducting market and cost research, development and evaluation of an investment prototype, focus groups with property owners and developers, and working with the Housing Committee.

Recommendations were delivered in June 2000. Additional work by J & A included detailed financial analysis of potential projects to assist the City and MSHDA in crafting incentive programs for local building owners.

The loan, grant, and technical assistance program recommendations were delivered in December 2000 and several new housing units have been developed in the downtown area.

 

Pontiac Empowerment Zone Strategic Plan - Pontiac, Michigan

In 1994, the City of Pontiac unsuccessfully applied for Enterprise Community designation.

In the summer of 1998, Juergensen & Associates was engaged as one of the primary consultants in support to Smith Group Real Estate Strategies in the development of the City of Pontiac's application for Round II Empowerment Zone (EZ) designation.

Work included meeting with a broad cross section of nonprofit and public sector agencies and the development of specific programs and strategies for implementation of the Zone and expenditure of over $8 million of Title XX funds.

 

Eastside Industrial Council - Detroit, Michigan

The Eastside Industrial Council (EIC) sought to create a revitalization plan for the Citiport Industrial Area as part of its in-place industrial program. Juergensen & Associates assisted EIC in convening a group of local industrial business owners and assisted them with the development of a mission and vision for their industrial community and work within their committee.

J & A also facilitated a series of planning charrettes, used by the owners and EIC to identify specific revitalization efforts.

Renderings were used for membership recruitment, and budgets for public right-of-way improvements and signage were also developed for a potential T-21 application, based upon proposed charrette findings.

 
Local Initiative Support Corporation - Duluth, Minnesota

In December 2000, J & A was awarded a coaching, training, and technical assistance contract from the Duluth Local Initiative Support Corporation (LISC). J & A is also providing one-on-one coaching and technical assistance to the development and executive staff of seven (7) community development corporations, working with residents and businesses in four (4) targeted neighborhoods in Duluth Minnesota.

Projects range from single-family detached and attached for sale to acquisition and/or rehabilitation or resale and rental housing for a mix of incomes as well as commercial redevelopment in those targeted neighborhoods. We have assisted with the planning and implementation of work-out and take-over of a $7 million dollar HUD Section 236 sixty-nine (69) unit multi-family development. The consulting work has included zoning and regulatory review, project planning and financing, and strategies to increase the CDCs capacity.

Additional work included a series of charrette-like workshops; using existing neighborhood plans to link specific project goals, opportunities and available land and buildings to implementing CDCs. The workshops directly resulted in housing development in Ramsey Village and the Central Hillside.

 

MSDHA Technical Assistance Program - Lansing, Michigan

Juergensen & Associates has been part of MSHDA's Technical Assistance Program since 1995. We have worked with a wide range of organizations throughout the state, including training subcontracted through WARM Training Center, Inc. and provided directly to the Michigan Community Development Directors Association at their semi-annual conference. At the first annual Michigan Affordable Housing Conference, Jay provided training on Strategic Planning & Asset Mapping, Affordable Housing Financing and Measuring Success in Community Development. Recently, J & A assisted the Office of Community Development in revising their Neighborhood Preservation Program application and evaluation process and criteria.

J & A has provided research, advice, and counsel to the Executive Office on the impact of a new State of Michigan Rehabilitation Building Code and MSHDA’s involvement in commercial revitalization efforts.

Most recently, J & A has been engaged to assist the Authority think strategically about targeting resources in communities to accomplish comprehensive community revitalization goals, while also helping prevent sprawl.

 

Simon House - Detroit, Michigan

Simon House is a non-profit agency that provides transitional housing and supportive services and counseling to HIV+ and AIDS infected women. In 1993, Juergensen & Associates facilitated an expansion process and assisted Simon House in their search for property that would provide housing and independent living for HIV+/AIDS women and their children. J & A provided an assessment of organizational capacity and technical assistance on strategic planning and growth management techniques. In addition, we developed program expansion costs and fund development plans for implementation.

Since 1996, we have been involved in direct fund development activity, which has included the development of brochures, funding requests, development of a promotional video, and the creation of an in-kind program for furniture and home furnishings.

We have assisted in the securing of HOME funds as well as interim financing and prepared closing documents and disbursements from HOME, Supportive Housing Program (SHP) and MSHDA resources. J& A provided technical assistance as Project Manager and oversaw all implementation (design, contractor selection, construction management, etc.) issues associated with the expansion into a $1 million, 12-unit apartment building in northwest Detroit.

 

Positive Images - Detroit, Michigan

Assigned initially to this client through MSHDA's TA program, Juergensen & Associates is supporting the development and implementation of a $6.4 million dollar conversion of a former convent into transitional housing for up to 32 chemically dependent, homeless women and their families.

J & A initially provided services to assist in land control and the preparation of construction estimating including Technical Submissions required for HUD Grant Agreements, and arranging for interim financing through the Michigan Housing Trust Fund.

J & A is currently providing public and private fund development assistance, project management and development consulting and is assembling the team for the implementation of the project; including architect, attorney, accountant, environmental firm, surveyor, appraiser, marketing research and construction manager.

Work will continue into implementation and will include on-going coordination of the development team, securing permits, closing on proposed tax credits and other financing, and oversight of the construction through to close-out and occupancy.

 

Cass Community Non-profit Housing Corporation - Detroit, Michigan

In the fall of 1997, Juergensen & Associates was assigned by MSHDA to assist the nonprofit affiliate of Cass Community United Methodist Church with the implementation of a national demonstration project for chronically homeless, mentally-ill men funded primarily through HUD's Supportive Housing Program (SHP). J & A has assisted CCNHC with pre-development activities including property research, land control, scheduling, strategy development, preliminary building evaluation, cost estimating and work with public funding agencies.

Working closely with staff, other consultants and funders, J & A identified and secured a building that allowed CCNHC to consolidate their housing programs in a single building and create a continuum of care that is financially feasible. We have assisted CCNHC in securing land control and over $725K in additional public and private resources.

 

HomeStretch - Traverse City, Michigan

Under contract through MSHDA's TA Program, J & A provided support to implementation of HomeStretch's first project - a two-unit new construction rental project in Grand Traverse County. Work included pre-development project evaluation (financial feasibility, organization capacity, etc.), cost analysis, contract review and contractor negotiation, support for closing on Michigan Housing Trust Fund loan, cash flow analysis for project implementation and on-going assistance for construction disbursements.

 

Northeast Guidance Center - Detroit, Michigan

In 1993, Northeast Guidance Center’s (NEGC) had outgrown their three (3) facilities. At the same time, their nearly 40,000 square feet was in disrepair. NEGC hired Juergensen & Associates to assess the facilities, consider their growth plans, and examine the market for alternative locations within their service area on Detroit’s eastside, including Harper Woods and the Grosse Pointes. Juergensen & Associates issued a Preliminary Facilities Report outlining a strategy for re-use of the existing properties and outlined nearly $2 million dollars in capital required to accomplish their goal. The agency launched a capital campaign and eventually acquired additional facilities, completed some of the proposed capital improvements, and disposed of one of the three (3) properties.

 

Ronald McDonald House of Detroit - Detroit, Michigan

An institution around the country, the Ronald McDonald House of Detroit (RMH-Detroit) sought to expand its facilities along with its ability to offer longer-term housing to children undergoing cancer treatment, and their families. Adjacent to Children’s Hospital of Michigan within the Detroit Medical Center and constrained by surrounding hospital facilities, RMH-Detroit needed a plan that would allow them to market the expansion to its DMC peers while also mounting a capital campaign to underwrite the expansion. Juergensen & Associates was engaged to assist RMH-Detroit in the planning effort which included research into the unique facility needs of cancer patients undergoing bone marrow transplants. J&A developed a preliminary plan along with a cost analysis, which was used by RMH-Detroit to hire an architect and contractor and successfully expand their facility.

 

First Unitarian-Universalist Church in Detroit - Detroit, Michigan

“Historic First Church,” as it is known by its parishioners and area residents, was in need of significant capital improvements. Located in Detroit’s Cass Corridor, the small campus includes three (3) interconnected buildings, constructed at different times, with different materials and floor levels. Juergensen & Associates was hired to assess the buildings’ envelopes (roofing and masonry) and primary systems (mechanical, electrical and plumbing), as well as its accessibility for people with disabilities. This included a cost analysis and a presentation to lay leadership and the congregation about the needs of the campus and served as the preliminary case for a capital campaign.

 

Center City Housing Corporation - Duluth, Minnesota

In February 2001, Juergensen & Associates was engaged to assist Center City Housing Corporation (CCHC) with the work-out and take-over of a sixty-nine (69) unit multi-family development in Duluth, known as Windwood Townhomes. The project was initially developed in 1972, using financing provided by the U. S. Department of Housing & Urban Development (HUD) through its Section 236 program. The private owner is in default and CCHC’s take-over of the project is an intervention to prevent full foreclosure by HUD. J & A is working with CCHC on this $6 million project and evaluating the property’s operating costs and financial performance. J & A is also evaluating CCHC’s development costs and terms of proposed lending and equity for the project. The project was recently awarded tax credits from the Minnesota Housing Finance Agency, but a significant gap was recently identified as a result of the analysis. J & A will continue to assist CCHC in filling the financing gap and providing on-going advice and counsel during implementation.

 

All Saints Housing - Detroit, Michigan

In the summer of 2000, Juergensen & Associates was engaged to assist All Saints in the development of a one and five year strategic action plan as part of the Detroit Community Funders’ Collaborative. J & A worked with the Board and staff to facilitate planning dialogues and goal seeking around its one and five year objectives. Additionally, J & A worked to identify a new Board and Committee structure, potential Board and Committee members, timetables associated with restructuring, and parties responsible for implementation. The work also included reassigning and realigning staff duties and responsibilities as well as the development of an organization and project-based budgets.

 

National Trust for Historic Preservation - Washington, D.C.

As the sub-consultant to the Trust’s National Main Street Center, Juergensen & Associates provided support to the development of a strategic business plan for a comprehensive commercial revitalization program, known as Re$tore Detroit. The eight (8) month planning process included a series of focus groups, interviews, planning sessions and the development of models for implementing the program. Individual and group meetings were held with a diverse set of stakeholders including public officials, community development corporations, businesses, financial institutions, funders, and others to assist in the design of the program. The work included local and national research, evaluating similar programs, impacts of recent legislation, consideration of the costs associated with program implementation, and the public and private underwriting required for such a program. The work was done in concert with the Detroit City Council’s Commercial Strip Revitalization Task Force.

 

Hazel Park Downtown Development Authority - Hazel Park, Michigan

Juergensen & Associates provided analysis and review of a proposed commercial/shopping center development on a large parcel of land at the southern end of Hazel Park’s Downtown District. Work included advice to the DDA on development opportunities, analysis of the proposed site plan, costs for the proposed commercial development and review of the proposed development agreement.

 

Detroit Head Start - Detroit, Michigan

Juergensen & Associates worked with colleagues at SmithGroup Consulting, supporting the creation of a Strategic Facilities Plan for Detroit’s eight (8) Head Start Delegates to add capacity for 4,000 children and extend service hours to full day, while also providing services year round during a five (5) year period.

 

Michigan Legal Services - Community Legal Resources - Detroit, Michigan

Juergensen & Associates was retained by Michigan Legal Services to develop a strategic/business plan for its Community Legal Resources (CLR) program to considers growth and expansion. CLR brokers pro-bono legal services from area firms to community development organizations. The work included interviews with a cross section of stakeholders, as well as discussions with similar programs around the country. The work produced a business plan document that will guide CLR’s growth and decision.

 

Mercy Housing - Cadillac, Michigan

Juergensen & Associates was retained by Mercy Housing to provide advice and counsel on its expansion and project opportunities in Michigan. Affiliated with the Denver, Colorado-based Mercy Housing Corporation, its Michigan operation was established to seek out affordable housing development opportunities. Included were the strategic analysis of nine (9) senior developments and adjacent vacant property scattered throughout the metropolitan-Detroit area recently transferred from the Archdiocese of Detroit to Mercy Health Services. The work included reviewing and assessing the requirements of HUD 202 financing as a potential funding mechanism for new, senior developments adjacent to those owned by its Health Services affiliate.

 

Warren/Conner Development Coalition - Detroit, Michigan

In early 1997, Juergensen & Associates provided a cross section of property management and project management services for W/CDC and its affiliated real estate entities, which includes DETROIT East Community Development Corp., and W/C Development, Inc. The portfolio includes approximately 60,000 SF of commercial retail and office space. Work has included coordination of $50,000 of interior improvements to its Headquarters building, lease negotiation, plans for tenant improvements, establishing and monitoring operating budgets, and developing property management policies and procedures. In addition, J & A provided support and coordination of a variety of accounting, legal and development experts assisting the agency with a work-out re-financing plan for real estate in its portfolio.

 

Bagley Housing Association - Detroit, Michigan

Juergensen & Associates has been supporting the development of new single-family homes in the Mexicantown/St. Anne's area through property research and land control consultation. J & A researched and identified the owners of 100+ parcels, reviewed property size for consolidation to accommodate the current building type, and recommended properties for acquisition. J & A assisted BHA with the acquisition and removal of clouds on title.

 

Grace Church Redevelopment—Diekma/Hamann/Architects - Kalamazoo, Michigan

Juergensen & Associates joined former classmates in assisting in the restoration redevelopment of an historic church for use as architectural offices. J & A provided support to the development of the project, including land control, financing, and interfacing with government, public, and local historic district officials.

 

Springhill Housing Corporation - Auburn Hills, Michigan

Affiliated with Macomb/Oakland Regional Center (MORC), Springhill is the largest community mental health agency in environments to house developmentally disabled or mentally ill individuals. Juergensen & Associates assisted in the development of a strategic planning process to assist Springhill in identifying growth strategies. Work included a review of the financial implications of increased activity in the purchase, renovation and construction of homes for the targeted population and the public (HUD Section 811), for-profit and philanthropic sources that might support those activities.

 

Grandmont/Rosedale Development Corp. - Detroit, Michigan

Juergensen & Associates has assisted Grandmont/Rosedale with research and the acquisition of troubled commercial properties that have the potential for re-use as multi-family residential developments. Work included ownership and title research, potential property consolidation, evaluation of title encumbrances and acquisition recommendations.

 

Choices of Manistee County - Manistee, Michigan

Juergensen & Associates has been working with Choices since the summer of 1998 on the implementation of the agency's first project, the new construction of a domestic violence shelter. The $320,000 project is being implemented using a dynamic in-kind and donated labor and materials strategy. J & A assisted in providing an evaluation of the floor plans and technical specifications as well as cost estimating, strategy formulation and implementation advice. J & A provided limited implementation support throughout the construction process, under a contract supported by the MSHDA TA program.

 

Cass Corridor Neighborhood Development Corp. - Detroit, Michigan

Juergensen & Associates was engaged to assist CCNDC in the development of potential funding resources for the Architects Building. The work included clarifying CCNDC's vision for the project. We conducted research, developed a database of potential sources, contacted and collected information from each source and assessed each for an approach by CCNDC.

 

Civic Center East Business Association - Detroit, Michigan

In 1997, through a contract with U-SNAP-BAC, Juergensen & Associates was engaged to facilitate the annual planning session of Civic Center East Business Associations (CCEBA), one of their member groups. CCEBA is a fully volunteer business association and was in need of specific assistance and recommendations in order for them to establish a focus and direction. J & A generated an Action Plan Report and it serves as a guide for the implementation of their programs and projects. J & A also facilitated the Board of Directors' 1998 Planning Session.

 

Victoria Park - Detroit, Michigan

In 1991, Juergensen & Associates was part of a four (4)-partner development team - RFJH Development Co. - that pulled the first permit in Detroit's celebrated Victoria Park. Over the next four (4) years, RFJH went on to build six (6) more custom homes totaling over $1.3 million in the first single-family development in the city in more than thirty (30) years.

 

MorningSide Community Organization - Detroit, Michigan

Through a contract with the Neighborhood Partnership Academy (NPA), an Empowerment Zone Program, Juergensen & Associates conducted an organizational assessment and recommend technical assistance for MorningSide. Formerly known as the Neighborhood East Area Residents (NEAR), MorningSide is located in a 192-block area on the eastside of Detroit, bounded by Mack Avenue (south), Alter Road (west), Outer Drive (east), and I-94 (north).

 

Detroit Office - Local Initiatives Support Corporation - Detroit, Michigan

Under the auspices of LISC's HOME Start program, six (6) Community Development Corporations (CDCs) supported by the program sought ownership information on one hundred thirty (130) properties scattered throughout Detroit. The purpose of the research was to assess each property and determine if the CDC might have a reasonable chance of obtaining title in the near future, while pursuing funding for acquisition and rehab through HUD's HOME program. Data on ownership was developed using the City of Detroit Tax records and the Wayne County Register of Deeds. J & A delivered the research results in less than two (2) weeks.

 

The Salvation Army - Detroit, Michigan

Juergensen & Associates was initially responsible for writing an application (First Submission) that secured a $2.5 million award through HUD's Section 8 SRO Moderate Rehabilitation Grant (announced December, 1993; awarded February, 1994) for The Salvation Army. Following the award we assisted in assessment and implementation of the grant including conducting the a feasibility study, evaluating alternative financing mechanisms, facilitating program development, and strategizing the completion the Second Submission for HUD. The project included the renovation of a sixty (60)-unit apartment building that will be used to provide housing and supportive services for homeless persons.
